Abstract
The effect of waves and a local steady flow on an infinitely long, horizontal cylinder on the free surface is studied. The local steady flow is produced as a result of intake/discharge flow from the cylinder. The boundary-value problem is formulated within the assumptions of linear potential theory by decomposing the total potential into oscillatory and steady components. The problem is further linearized with respect to the wave amplitude and the discharge rate. The steady component, which is decomposed into the double-model and perturbation potentials, and the time-harmonic component are obtained using a quadratic boundary-element method.
