Canadian NOx/VOC Science Assessment: Science and Policy Linkages Guest contribution C Olivotto and JW Bottenheim Atmospheric Environment Service, 4905 Dufferin Street, Toronto, Ontario M3H 5T4, Canada The science program During the late 1980s, exceedances of the 1-hour 82 parts per billion (ppb) Canadian Air Quality Objective (AQO) for ground level ozone triggered the development of the NOx/VOC Phase I Management Plan. The Plan laid out the steps necessary to achieve the goal of no exceedances of the AQO by 2005. The Plan also recognized that there were substantial gaps in scientific knowledge surrounding the ground-level ozone problem, and that improved scientific tools and understanding were required before the goal could be achieved. The Canadian mulit-stakeholder NOx/VOC Science Program was initiated in 1992 explicitly to respond to the needs of the policy community for defens
