Abstract The Dutch Railways is presently developing a new system, called 'BB21', to achieve interoperability and to manage the ever increasing traffic flow. BB21 includes a new ERTMS-based Safety System, a new GSM-R Communication System, an upgrade of the national Traffic Management System and the introduction of 25 kV as traction power supply. BB21 will be implemented on the new High-speed line, on the new dedicated cargo line 'Betuwe Route % and on upgrades of the main net of the Netherlands. While this new system is being specified and developed, two test sites are prepared for integration and validation purposes. During all intermediate stages, verification will be performed on these test sites. The system will be validated on these test sites by all the NS organisations that are responsible for operating, maintaining and supporting operational lines equ
