Tegner TRANSEKAB, Solna Torg 2, S-171 45 Solna, Sweden 1 Purpose, Limitation and Assumptions of the Study There is a decision by the political majority of Stockholm to implement at cordon toll system as a part of the Dennis Traffic Agreement. The purpose of this study is to define a road pricing system based on the social marginal costs of road traffic and to compare the impacts of the road pricing system with the cordon toll system. The main assumptions of this study are related to the forecasted traffic condi- tions of the Dennis Traffic Agreement year 2005, i.e. updated population and employment forecasts and a transportation network according to the Dennis Agreement. The following scenarios are eveluated in this study: • REF Dennis traffic agreement without road fees • Cordon toll system Dennis traffic agreement with cordon toll •
