Abstract
Identifying the unsustainable nature of the urban transport system as the problem, this article presents a critical study of the basic elements of a central hypothesis inspired by modern sociology: resolution of this problem calls for a specific form of strong and sustainable pool of societal forces aimed at proposing urban transport public policies based primarily on economic values of a societal nature. The frame of reference and characteristics of such a pool of forces - multipartite, focused, in continuous consultation - are specified and justified. 1.
