Abstract
The paper presents and studies a strategy that consists of integrating car restrictions in congested urban areas with bus lines serving the restricted area and connecting a number of parking facilities at the border. The analysis shows that such a scheme would bring economic profit and would improve the environmental conditions with respect to the initial congested framework, provided that a certain social acceptance in the modal shift is attained.
