Abstract
In this paper a model is developed using the integrated LIE approach as a conceptual framework that permits analyzing the environmental consequences derived from the implementation of urban policy instruments, specifically land-use, transport and environmental regulations. The analysis is performed at communal level; the resolution power corresponds to jurisdictional faculties. The chosen spatial unit reflects the finest differentiated regulations enforcement capability currently available in Santiago. The methodological approach characterizes the zonal emitting levels and abatement costs attributes and associate them with the economical activities distribution, thus building a contextually recognizable pattern. These underlying economical motivations enable predicting its e
