Edwards Deming has convinced industry that it must first measure quality and then emphasise process to improve quality. In response to Deming's arguments and in light of the perception that the software industry is unable to produce quality products on schedule, and within budget, more software development organisations are now emphasising process measurement, monitoring, and assessment. This paper describes what is meant by the software process and discusses an approach for its measurement and improvement.
