Freedom and restraints in Mandel definition of consistency are quantified in case of smooth contact, the link between prescribed loading eccentricity and rotation to be imposed to the foundation being put forward. In case of rough contact it is shown that a solution cannot be obtained, in general unsymmetric loading conditions, making use of a continuous Prandtl-type mode of collapse. A new discontinuous mode is then suggested, which includes a shear band zone. The whole problem is finally considered as an eigenvalue one, as first suggested by Radenkovic and Nguyen^.
