Abstract
The planning process of the expansion of the Brazilian electric system should be continuous because of its high degree of complexity. Each plan represents a set of expectations and hypothesis about its future evolution. Its objective is to define paths of reference for the expansion of generation, transmission and distribution which could give some directions to the various agents involved and motivate the adequate decision making, early enough to avoid the lack of electricity. The costs of construction of a power plant, hydraulic other thermoelectric, are determined by the cost of capital, fixed costs of maintenance and operation, variable costs of fuel, and the cost of energy not supplied (deficit).
