Abstract
In order to combat the threat of Global Warming it is widely acknowledged that is necessary to reduce the carbon intensity of economies. Although remedial action should be instigated at a variety of spatial scales there is a trend towards emphasising action at the local level, where it is felt that strategies have most chance of success. Inventories that are based at the city or regional level can be useful tools in this regard as they allow the intensity and distribution of carbon flows to be calculated.
