Abstract
Hokkaido lags other regions in the establishment of marinas. We estimate the future number of pleasure boats in Hokkaido, and make Basic policy which leads to efficient investment by finding the suitable location and scale of marinas for Hokkaido, and suggest marina disposition plan in Hokkkaido. We also present the results of basic experiments on the effects of breakwaters on wind, whitch is an important natural factor for the operation of sailboats. 1. Introduction Hokkaido is an island in northern Japan (Fig.l) and is surrounded by 3 seas: the Sea of Japan, the Pacific Ocean and the Sea of Okhotsk.
