Abstract
The definition of a railway network capacity is one of the key issues of capacity management. Before implementation of European directives it was already a problem, but mainly an internal one for the company that operates and manages the infrastructure and slot allocation; with the split of infrastructure management and railway operation between different companies it takes on a growing importance for railway capacity achievement. The competition between different railway operators to use the same infrastructure, where the infrastructure manager cannot be excluded due to track possession time for management and renewal (M&R) works, requires the definition of a baseline for negotiations between infrastructure manager and railway operators based on practical capacity.
