The derivation of criteria for seismic risk for a country having experienced only moderate seismic activity during recent centuries was based on a study of worldwide experience and practice. The objective was to determine criteria to establish satisfactory levels of safety without unnecessary cost to dams. The understanding and acceptance of the guide by the owners, undertakers and engineers concerned was an important consideration and consultation with such authorities during and after production of a draft guidance document should be and was a sig
