Russell Perm 6We GreoZ Faffe?/, Ma/rer^ PA ABSTRACT Project Management and Software Quality are a seeming paradox; some would go so far as to say an oxymoron. Because the software process is increasingly under scrutiny by a new breed of informed and intolerant consumers, the gap between the two must be bridged. The paper opens with a discussion of some often forgotten practical aspects of software personnel management and how crisis situations arise. There then follows a description of software project management and a new multi-layer, project-management system. This tool was designed to be simple, intelligent, dexterous, powerful and graphically-competent. With this tool, the software manager can predict costs and deadlines on a moment by moment basis and is able to monitor the overall health of the project.
