Abstract
Pernambuco State is one of the Brazilian federative units to have a water Resources Politics, with definition of objectives and legal instruments for the establishment of a Water Resources Integrated Management System. Pernambuco also has a specific law to control exploitation and use of groundwater. However, currently, the state water company has a requirement to supply only 75% of Recife Metropolitan Region (RMR) demand. Moreover, RMR currently suffers the worst crisis of water supply in this century, due to scarcity of rain and lack of investment for construction of new dams.
