Abstract
The implementation of Software Quality Management Systems (SQMS) is affected by technical as well as cultural factors. Technical factors are those concerned with either specific practices in the organisation such as the adoption of a particular development life cycle model, e.g. Boehm [1], or with more general issues such as the overall technological capability of the organisation, see Humphrey [7].
