Abstract
Quality can be defined as fitness for purpose. This paper explores the criteria for software quality in small and medium-sized organisations where the needs and expectations from information systems, and the environment in which the systems are developed, may be quite different to that found in the larger organisations. The paper concludes that in these circumstances, the more customary features associated with quality issues may be inappropriate. It goes on to develop guidelines for an approach to systems development which promote quality by emphasising steps which can be most easily and cheaply incorporated alongside current practices.
