'~anwa Kenzai, Co., Japan Abstract Many recycling technologies of used papers and plastics are proposed to establish a sustainable society of resources and energy. Thennal recycling is one of the easy solutions planed to recover the energy from organic components in these wastes. In order to fulfil material recycling needs as much as possible, however, these organic wastes should be effectively used through cascaderecycling before the incineration or final disposal. A unique cascade recycling technique of the mixture of used papers and plastics has been developed to fabricate a concrete form panel. Used papers, including cardboard boxes or comic books in low fiber quality, are shredded and then mixed with about 50 wt % plastic chips or fibers
