Abstract
The Toxic Chemical System (TCS) will have the capacity to process chemical data, calculate chemical formulas, and format the data into the United States (U.S.) Environmental Protection Agency (EPA) Toxic Chemical Release Inventory Reporting Form R of Section 313 of the Emergency Planning and Community Right-to-Know Act (EPCRA), hereafter be referred to as "Form R." The filing of this form is required of all industries which manufacture, process or otherwise use any EPA listed chemicals in quantities in excess of their threshold planning quantities (TPQ). Facilities required to file the Form R must report the quantities of both routine and accidental releases of listed toxic chemicals on-site during the calendar year and the amount contained in waste products transferred off-site. This paper describes a specialized computer system designed for regulatory compliance.
