Abstract
To more effectively support risk management decisions, new user- and use- specific earthquake risk assessment techniques must be developed that integrate technical estimates of casualties and economic loss with the social science appreciation of the importance of the contextual aspects of risk. This paper aims to encourage such innovation by presenting a framework with which to consider the many possible forms of earthquake risk assessment.
