Abstract
The purpose of this case study was to demonstrate the challenges and benefits created when private and public agencies collaborated for the purpose of retrofitting structures. The methodology included conducting interviews with representatives from XXsys Technologies, Powell Structural Research laboratories from the University of California San Diego, the California Department of Transportation, and individuals at the federal level from the National Institute of Standards and Technology in the United States.
