Abstract
This research work incorporates an analytical evaluation of the author's experiences in design, constructing and operating simulators. These approaches allowed for significant cost reductions in the development of Radar-ARPA simulation systems. The background and actual experiences will be portrayed to provide a set of guidance points in support of specification and conceptual design of future similar projects. 1 Introduction Ship handling operations at sea are characterized by the fact that they occur in an hostile environment, where ships response to orders and actions are not immediate and generally will be dependent on the ships characteristics, the nature of the orders and the conditions of the sea. Research carried out by insurance companies show that 80
