Abstract

The purpose of this paper is to determine the expected percentage of the "VTS addressable" casualties that could be prevented with the introduction of some form of VTS. In this study, it determines the VTS benefits by multiplying casualty rate reduction factors by the effect level of causal factors. This method is a new approach to quantify the VTS effectiveness unlike any other earlier studies. Combining the casualty reduction factors with the effect level of causal factors, it produces more rational index of the effectiveness than the only synthesis opinion of expert or statistical analysis in earlier studies. 1 Introduction Vessel Traffic Services(VTS) have been variously defined and exist
