Abstract
: T.Demarco's famous words "you can't control what you can't measure" tend to be replaced by "you can't manage what you can't predict ".However, integrating measurement as a means of evaluating and predicting software quality in applications is a difficult task and a major management priority. Communication problems, unstable requirements definition, budget restrictions, are just some of the difficulties that may be encountered when implementing a Software Quality Measurement Program (SQMP). These difficulties can only be overcome with the support and involvement of the management.
