However, due to its heavy computation burden, Kalman filtering techniques have yet seldom been applied to realistic two dimensional problems. Heemink [2], [3], developed a time-invariant filter approach to obtain a computational effective filter based on the two dimensional shallow water equations for storm surge prediction.
