Abstract
A data processor SCEPRO was developed for estimating mean concentrations from censored stormwater quality data. Two estimation methods are provided: a replacement method (REPLAC) and a modified maximum likelihood method (MMLM). Other options include subsample selection from the given data in six ways: location; land use; pollutant name; time; random; and all samples (the SUBSAM component). Applications of the data processor are demonstrated on stormwater quality data. It was found that the MMLM method performs better in most cases of censored stormwater quality data. Introduction The importance of assessment and control of toxic contaminants in surface waters has increased in recent years. Among various pollution sources, urban runoff has been classified by the International Joint Commission as a locally significant source of toxic contaminant input
