Abstract
The objectives of this study are to formulate an equation that can predict the runoff from a small river in an urban area with a reasonable accuracy for engineering use, and to establish a flood control system in the urban area of Tokyo based on the predictions of flood runoff discharge by using the proposed equation. To achieve these objectives, relevant data, such as rainfall, runoff, waterlevel of the rivers at certain measuring stations, ratio of exposed earth surface, number of buildings and houses, dimensions of rivers and channels, geographical and geological characteristics of the land, extent of the sewerage system, and others were extensively collected and analyzed.
