Postal 493, CP 25220, Saltillo, Coah, Mexico 1 - INTRODUCTION The earth today is experiencing the highest demographic growth rate in the history of humanity and the world population is expected to double within the next 50 years. The RIO conference, held in June, 1992 singled out three major challenges which must mandatorily be met the International Community before the end of the nineties in order to avoid a 21st century of nightmares: these are population, poverty and pollution in decreasing order of importance.
